This policy report from the Differential Response Expert Committee reviews research and literature published between 2011 and 2018 about differential response (DR) in child protection. It concludes that significant problems in research methodology call into question claims regarding child safety outcomes. Study findings contradict two underlying assumptions of DR that 1) DR systems accurately sort families by risk level; and 2) service uptake by families on the alternative response track (AR) is greater than those on the traditional track due to AR’s voluntary, “family friendly” approach.
